      FACILITY USE FEES

      Procedure


      FACILITY USE

      Reservation dates for use of facilities must be requested at least two (2) weeks prior to the date needed. Navarro College District President or designee reserves the right to approve or disapprove facility use by any outside group submitting a request. Facilities may not be reserved for religious purposes unless sponsored by an approved College organization.

      The user may not assign or delegate any control or responsibility to any other user or co-sponsor, agent, or third party without prior written approval of the District President.

      Navarro College buildings, equipment and grounds exist for use in the pursuit of stated objectives of the College. Both College sponsored groups and groups not affiliated with the College may be granted use of the College facilities on a priority basis and according to the procedures described below. All users shall adhere to general and specific rules, regulations and procedures governing the use of facilities in addition to federal, state and local laws.

      Groups and individuals eligible to use facilities will be scheduled on a first-come first-served basis.

      Priority I – Events sponsored by Navarro College personnel or organizations.

      Nothing contained in this policy shall be construed to prohibit or hinder the operation of the College in fulfilling its mission as a public institution of higher education. All activities associated with that mission shall have priority in the use of College facilities.

      Priority II – Events sponsored by outside groups.

      Outside groups or individuals approved to use facilities must pay the required fee; Navarro College reserves the right to approve or disapprove facility use by any outside group submitting a request. Facilities may not be reserved for religious purposes unless sponsored by an approved College organization.


      FACILITY USE FEES

      Facilities use fees may be reduced or waived for local non-profit organizations, civic organizations and special fund-raising events, upon approval of the District President.

      Utilization of Navarro College facilities includes the set-up of selected equipment available at the College and limited clean-up of the facility after the function has been held. If special equipment, set-up or clean-up is required, an additional fee may be charged.

      Application for use of soccer, baseball, softball fields and the SEC Gym should be submitted to the Athletic Director located on the Corsicana Campus.

      Application for use of the Walker Dining Services facilities (Bulldog Board Room or President’s Dining Room) in Corsicana should be submitted to Dining Services located in the Walker Dining Hall.

      Application for use of Beau’s Bistro in Waxahachie should be submitted to the office of the Dean of the Waxahachie Campus. 

      Requests for classroom and other facilities on the Corsicana Campus should be submitted to the office of Institutional Advancement and Operations.

      Request for use of classrooms and other facilities on the Waxahachie Campus should be submitted to the office of the Dean of the Waxahachie Campus.

      Requests for use of classrooms and other facilities on the Midlothian Campus should be submitted to the office of the Dean of the Midlothian Campus.

      Requests for use of classrooms and other facilities on the Mexia Campus should be submitted to the office of the Dean of the Mexia Campus.

      Application for use of the Cook Education Center should be made to the Special Events Coordinator, located in the Cook Education Center on the Corsicana Campus. A schedule of rental prices for the Cook Education Center is available from the Special Events Coordinator in the Center on the Navarro College Campus.

      LEIGHTON B. DAWSON AUDITORIUM
      Application for use of Leighton Dawson Auditorium facility should be submitted to the office of Institutional Advancement and Operations.

      K. & IDA WOLENS SPECIAL EVENTS CENTER
      Application for use of the K. & Ida Wolens Special Events Center (SEC) facility should be submitted to the office of Athletic Director located in the events center and/or the office of Institutional Advancement and Operations.

      GIBSON HALL
      Application for the use of Gibson Hall facility should be submitted to the Director of Residence Life located in Gibson Hall and coordinated through the office of Institutional Advancement and Operations.

      Application for use of other facilities not listed here should be submitted to the office of Institutional Advancement and Operations.

      A schedule of the charges for the rental and use of Navarro College Facilities is available from the Office of Institutional Advancement and Operations. Four hours is required between events to allow for clean up if multiple events are booked on the same day. Additional days for set-up or rehearsal could constitute an additional charge. If sound or video technician is required to be present, there may be an additional charge  after the initial 3 hour minimum. Renter may perform setup/takedown if desired at no additional charge (which may include placing a protective cover over the gym floor depending on activity). If the college performs setup/takedown there may be additional per hour charge.


      RULES AND REGULATIONS REGARDING FACILITIES

      Navarro College student clubs and organizations using facilities must have a sponsor present for adequate supervision and to ensure that doors are properly secured when the activity is finished.

      Rules regulating decorations and the use of equipment in College facilities include the following:

      1. Users should make arrangements to remove all equipment and decorations from the premises as soon as possible after the event.

      2. All painting of sets of decorations should be completed outside College buildings or within an approved and protected area.

      3. The placing of nails in the walls or on fixed properties will not be permitted.

      4. No decoration shall be fixed to the acoustical ceiling tiles in the buildings.

      5. No signs, messages nor other materials may be posted, displayed, distributed or announced in, on or adjacent to, the College facility by user or sponsor without prior written approval of the Vice President for Student Services. Such materials may not be fastened to any part of the facility except in spaces provided for this purpose and may not be permitted to interfere with crowd movement and safety.

      6. The Cook Education Center is the only location on the Navarro College campus where alcoholic beverages will be served. Prior to rental of this facility, there must be evidence presented identifying that “certified bartenders” will serve the beverages.

        • No alcoholic beverages will be sold in the Cook Education Center at any time.

        • Navarro College reserves the right to supply all food and drink concessions at events held on the campus.

      7. Outside users must demonstrate to the satisfaction of the appropriate College official that they have the staff, experience, authority, financial status and other qualifications necessary for carrying out the proposed events in a satisfactory manner.

      8. All news releases, handbills, advertisements, television and radio announcements or other media utilized to inform the public of a non-College event to be held in a College facility must carry a disclaimer, approved by the District President, or designee, to the effect that use of Navarro College facilities does not imply endorsement of the event or the sponsoring organization by the College.

      9. An event shall not be permitted for any purpose which, although in accord with the general purposes of the College, is of such character or occurs at such time or under such circumstances that they are likely to interfere or cause major conflict with any College activity, program or event, or are detrimental to the interests of the College.

      10. No equipment, device or fixture may be used which, in the opinion of a College official, endangers the structural integrity of the facility.

      11. If the College, in its sole discretion, determines that a proposed event poses a potential hazard to public safety, the event may be canceled or denied. No user may install or operate any engine, motor or other machinery, or use gas, electricity or flammable substances in the facility except with prior written approval of the appropriate College official, under such conditions and restrictions as the College official may specify.

      12. Privileges for the use of College facilities may be reviewed for those groups adhering to the aforementioned policies, rules and regulations. Users failing to comply shall be denied future use of College facilities.

      13. If a group or individual is denied use of College facilities or if a user is denied future use of College facilities, a due process hearing may be requested.

      14. Any questions or complaint concerning the use of College facilities should be directed to the office of Vice President for Operations and Advancement.
